About the Organization
Al- Tawasol Forum Society is an NGO, registered with the Palestinian Interior Ministry holds a certificate of registration number 7536, was established in 2006 to activate the role of women, youth, children and the elderly and to integrate them into their societies.
Position Overview
The Assistant Programs Manager supports the Programs Manager in planning, implementing, monitoring, and evaluating all development and humanitarian programs and projects within the organization. This role involves supporting marginalized groups (youth, women, children, elderly, and persons with disabilities), supervising team members, preparing reports, strengthening relationships with donors, and developing project proposals to ensure the achievement of the organization’s strategic objectives in accordance with established standards and policies.
Key Responsibilities
First: Program Planning and Proposal Development
1 Contributing to planning targeted programs related to community development and humanitarian relief in alignment with the organization’s vision.
2 Assisting in preparing and finalizing project proposals to secure necessary funding.
3 Contributing to continuous search for funding opportunities and building effective communication networks with donors and funding agencies.
4 Assisting in preparing disaster and emergency response plans and training volunteers in accordance with the Humanitarian Charter and Minimum Standards for Humanitarian Response (The Sphere Project).
Second: Implementation and Technical Supervision
5 Contributing to supervising the implementation of all community development programs within the organization, including:
◦ Youth empowerment programs: promoting political participation, economic empowerment, providing employment opportunities, and entrepreneurship training for youth.
◦ Women’s programs: promoting awareness, strengthening political and civic participation, providing care and support (psychological, social, and legal) to women victims of violence, and combating violence against women (Resolution 1325).
◦ Children’s programs: improving academic achievement, providing psychological and social support, establishing and developing educational communication centers, and raising community awareness about children’s rights.
◦ Relief and emergency programs: providing relief and humanitarian assistance (food and non-food items, and cash assistance) to affected populations and poor families.
6 Assisting in directing the work of subordinate staff, reviewing their monthly reports and weekly plans, and holding regular meetings with the project team.
7 Contributing to preparing needs assessment studies for the most vulnerable groups in accordance with the organization’s strategic plan.
8 Contributing to leading the implementation of advocacy interventions including promotion and awareness activities in accordance with the project proposal and budget.
9 Contributing to ensuring the integration of gender mainstreaming and inclusion concepts throughout all project phases.
10 Contributing to attending meetings related to Education, Water and Sanitation, Health, and other relevant Cluster coordination platforms, and effectively representing the organization in these coordination forums.
11 Contributing to developing the organization’s strategic service in alignment with the actual needs of target groups and the institution’s strategic priorities.
Third: Coordination, Networking, and Public Relations
12 Contributing to representing the organization in relevant coordination platforms.
13 Assisting in facilitating coordination of relief programs and projects and monitoring them according to approved guidelines on a daily basis.
14 Supporting the implementation of relief efforts through communication with partners and stakeholders, under direct supervision.
15 Assisting in performing other similar duties and responsibilities as requested by the direct supervisor.

Required Qualifications and Experience
Educational Qualification:
• Bachelor’s degree (minimum) in Business Administration in English or Engineering.
• Grade point average not less than 80%.
Work Experience:
• Practical experience of at least one year in the field of program and project management in community development and humanitarian relief organizations.
Skills and Competencies:
• Strong ability in strategic planning and designing community programs.
• Excellent leadership and team management skills.
• Advanced skills in monitoring and evaluation (M&E) and writing administrative and financial reports in both Arabic and English.
• Proficiency in both Arabic and English languages (reading, writing, and speaking).
• Excellent communication and negotiation skills to work with donors, partners, and government agencies.
• Ability to work under pressure, manage time effectively, and handle multiple tasks in a dynamic environment.
• Proficiency in computer programs and MS Office applications.
