Al- Tawasol Forum Society is an NGO, registered with the Palestinian Interior Ministry holds a certificate of registration number 7536, was established in 2006 to activate the role of women, youth, children and the elderly and to integrate them into their societies.

Position Overview
The Assistant Monitoring and Evaluation Officer, under the supervision of the Executive Manager and MEAL Officer, supports the development, implementation, and coordination of monitoring, evaluation, accountability, and learning (MEAL) activities across the organization. This role involves assisting in designing MEAL systems and frameworks, supporting data collection and quality assurance, maintaining accurate records, conducting field visits, managing feedback mechanisms, and supporting capacity development initiatives. The position requires proficiency in IT and computer engineering applications to effectively utilize software and tools for MEAL objectives.

Key Responsibilities
First: MEAL System Development and Framework Design
1 Contributing to developing the MEAL system, including assisting in designing a framework for monitoring, evaluation, accountability, and learning of project activities.
2 Assisting in defining methodologies for collecting data that will be used for monitoring the effective implementation of programs and projects.
3 Contributing to supporting the development of MEAL tools and supervising quality data collection processes.
4 Assisting in ensuring that data quality measures are implemented during the data flow process and meeting established standards.

Second: Data Management and Record Keeping
5 Contributing to keeping accurate records of data, activities, and community/beneficiaries’ participation in monitoring activities.
6 Assisting in ensuring that data is collected and recorded ethically and within the remits of TFS policy on confidentiality and consent.
7 Contributing to supporting the use of information, communication, and technology for development to advance MEAL objectives.

Third: Data Analysis and Reporting
8 Contributing to leading quantitative and qualitative data analyses and reflective discussions on ongoing monitoring data.
9 Assisting in developing and implementing activities according to the MEAL plan.
10 Contributing to preparing regular monitoring reports including ongoing data analysis with status of implementation progress.
11 Assisting in preparing Focus Group Discussion and other qualitative reports.

Fourth: Field Monitoring and Assessment
12 Contributing to conducting regular field visits to all running activities as a key task of the MEAL Department.
13 Assisting in developing required field reports based on field visit findings.
14 Contributing to participating in projects’ specific assessments (baseline, end line) and multi-sectorial needs assessments.
15 Assisting in supporting the beneficiary selection process based on assessment findings.

Fifth: Feedback, Accountability, PESA Compliance, and Cross-Cutting Issues
16 Contributing to establishing and maintaining clear, safe, and easily accessible mechanisms for receiving complaints and feedback from beneficiaries
17 Contributing to managing the feedback mechanism by receiving and filing complaints based on pre-established protocols
18 Contributing to developing accountability channels to the local community in line with Core Humanitarian Standard (CHS) principles
19 Contributing to promoting a comprehensive institutional framework that supports full inclusion and prevents all forms of exploitation and sexual abuse (PESA)
20 Assisting in ensuring that all staff, volunteers, and partners understand their commitments to preventing exploitation or abuse
21 Contributing to integrating protection and gender perspectives in all areas of work
22 Assisting in performing any other duties related to MEAL functions as may be assigned by the direct supervisor

Required Qualifications and Experience
Educational Qualification:
• Bachelor’s degree from an accredited university in Information Technology (IT) or Computer Engineering.
• Grade point average not less than 80%.
• Ability to utilize software and computer programs effectively for MEAL objectives.

Work Experience:
• Minimum of 1 years’ practical experience in monitoring, evaluation, learning, and results-based management with excellent theoretical knowledge about MEAL requirements.
• At least 1 years of experience in project coordination and project management with NGOs or INGOs.
• Experience in project proposal and report writing, planning, implementation, monitoring, and evaluation.
• Experience in database development and management.
• Demonstrated knowledge of data analysis using Excel and SPSS through good statistical methods and techniques.

Technical Skills:
• Confident user of MS Windows and MS Office packages (Excel, Word, PowerPoint, Power BI).
• Knowledge and ability to utilize other software and statistical packages for MEAL functions.
• Proficiency in using IT tools and applications for data collection, analysis, and reporting.
• Experience in designing and facilitating MEAL meetings and events, such as data analysis and interpretation workshops.
• Experience in MEAL capacity strengthening, including facilitating training.

Language and Communication Skills:
• Excellent interpersonal and communication skills in both Arabic and English.
• Excellent communication and coordination skills with strong personality.
